What the date does and does not mean

The application date is when the obligations bite, not when preparation should start. The work that determines whether you make the date is upstream: identifying in-scope product lines, settling your role per line, and getting plot-level data from suppliers who may need a season to produce it.

The date also does not tell you whether you file anything. Downstream operators and traders generally do not submit their own statements under the December 2025 simplifications; they keep supplier and buyer information for at least five years, and the first downstream actor retains the upstream reference. Check your role.

A realistic countdown for a 30 December 2026 date

  1. Scope list from customs codes, with a dated decision record.
  2. Role per product line, including the lines where you hold two roles.
  3. Supplier data request sent, with named fields and a format.
  4. First dry run of a statement on one line, using real data.
  5. Retention and reference storage arranged before volume starts.
